The first part of the video is clear aim lock and the second has blatant silent aim.

We have taken the necessary action to get him IP banned as soon as possible.

For future reference, the Steam ID is not the profile link, it is the ID that looks something like this STEAM_0:1:123456789 (example).
You can get this by going to a Steam ID finder website and copy + pasting the link into the search bar on the website
OR alternatively visit  http://killzonegaming.gameme.com/players/csgo5 and locate the player by typing their name into the Search bar.
