Reason why they should be banned / muted: Scamming/DoXXing, not requesting a permanent ban, not sure if he really wanted to do something nefarious with it, but it shouldn't be encouraged behavior. I'm not sure he had anything to do with my lack of internet through a one-man denial of service, as I have very inconsistent internet, but the timing suggests it is more than a coincidence. I shall restate, I do not request this person to receive a permanent ban, or possibly not even a ban, I'm not sure how tough KZG is on this.
